The secrétariat à l’adoption internationale (sai)
The Secretariat is the central authority in Quebec when referring to international adoption, and it acts on behalf of the ministère de la Santé et des Services sociaux du Québec each time a child from outside of Quebec is adopted. Its official mandate is to advise people wishing to adopt a foreign child and to issue all documents required to insure that the adoption is successful. They are a source for general information on international adoption, the conditions and criteria of the home countries and the procedures that must be followed.

Quebec association of youth centres
Parents who wish to adopt internationally must agree to a psychosocial evaluation. This allows those who handle adoptions, both in Quebec and in the child’s home country, to insure that the adopting parents meet the physical, psychological and social needs of the child. It is important to perceive this evaluation as an additional protection which insures that the fundamental rights of children, recognised by international law, are respected. It is the responsibility of Youth Protection and the Quebec Order of Social Workers and Psychologists to insure that the parent is able to respond to the needs of the child.
